In 1936 he joined the military uprising that led to the Spanish Civil War and assumed leadership of the fascist Falange Party. Three years later with the aid of Nazi Germany and fascist Italy he won the war and established a dictatorship. Franco kept Spain neutral during World War II after which he declared Spain a monarchy with himself as regent. In 1969 he announced that on his death he would be succeeded by Juan Carlos I grandson of Spain’s last reigning king hoping that he would maintain his regime. However after his death in 1975 the new king moved to dismantle the authoritarian institutions and restore democratic rule.

Currently only those who have worked and contributed tothe social security system are eligible for jobless benefitsand only for a limited period of time. Unemployment is currently running at about 4 million people– having almost doubled in one year — and is rising morequickly than in any other major economy. The new system would seek to extend benefits to those whohave not worked previously as well as to those whose subsidieshave run out and would start in the coming months. “We plan to implement a fund to reintegrate (the jobless)and to create employment” Gaspar Llamazares parliamentaryspokesman for United Left told state radio without specifyingfinancial details.

17 percent in March up from 4. 14 percent the previousmonth. Bad loans for all lending institutions in Spain includingcredit cards from retail outlets which don’t hold depositaccounts rose to 4. 27 percent the highest level since December1996 and up from 4. 18 percent in February. March’s rise was well below past monthly increases of up tohalf a percentage point that caused the rate to quadruple in the12 months to February. The bad loans data mirrored recent indicators ranging fromconsumer confidence to house sales that fell at slower rates inpast months.
